**Transport packaging**: Corrugated cardboard boxes must meet minimum recycled content targets (70% by 2030), forcing sourcing changes for distributors.

## Who Bears the Cost

Smaller producers—those shipping under 100,000 bottles annually—face disproportionate impact. Compliance consulting and label redesign costs are fixed, not variable. Mid-size Spanish and French producers report preliminary budgets of €50,000-200,000 for full compliance.

Larger houses (Diageo, LVMH wine division) absorb costs more easily through scale, potentially compressing margins for smaller competitors who cannot negotiate volume discounts on recycled glass contracts.

## Implementation Timeline

January 2025: Extended Producer Responsibility (EPR) data reporting begins. January 2026: First recycled content targets take effect (some categories). August 2026: Full compliance deadline for labeling and reporting. Penalties: €5,000 per violation, retroactively assessed.

Europe's wine associations (OIV, Wines of Germany) estimate total sector compliance costs at €400-600 million over three years. This may accelerate premium consolidation and digital-first direct-to-consumer models, where producers control packaging entirely.
